The WPCOG is governed by a Policy Board which sets policy and directs its activities. The Policy Board includes one delegate and an alternate from each member government. These representatives are appointed by the local government boards and serve at their pleasure or until they no longer represent their local government as an elected official. Each local government has one vote, which is cast by the delegate or the alternate in his absence. In spring 2004, the Policy Board elected to apply for status as an Economic Development District, which necessitated adding seven additional citizen members. These members are listed below together with the elected representatives from the region's 28 local governments.

The Policy Board meets the fourth Tuesday of every other month beginning with its annual meeting in January. Meetings are held at 7:30 pm and hosted by one of the local government members.

In November of every year, the Policy Board elects officers from its membership including a chairman, vice-chairman, secretary, treasurer, and four at-large members. These members plus the immediate past chairman serve as the Executive Committee. This committee acts on routine matters relating to WPCOG programs and activities and serves in an advisory capacity to the Policy Board. Members are elected for a one-year term and are eligible for reelection; the chairman may serve two consecutive terms. Meetings are held on the fourth Tuesday of the even-numbered months at various times and locations.
