Application for Community Housing Development Organization (CHDO) Funding

The Unifour Consortium HOME Program has approximately $313,000 to be used by certified CHDO’s (Community Housing Development Organizations). The CHDO set-aside must be used for HOME eligible activities. Applications must be submitted by 4:00PM, Friday, October 26, 2018 in order to be eligible for funding.


A Community Housing Development Organization (CHDO) is a not-for-profit, community base service organization that has, or intends to retain, staff with the capacity to develop affordable housing for the community it serves. A CHDO acts as a Developer, Sponsor, and/or Owner of affordable housing. CHDO’s may apply for CHDO funds for the following activities:


New construction of housing for sale to first-time homebuyers CHDO’s may not use set-aside funds for the following activities:

  • Provision of tenant-based rental assistance

  • Rehabilitation of owner-occupied housing

  • Homeless Shelters

  • Acquisition of housing for a first-time homebuyer program where no rehabilitation or construction is required.

  • Public service activities including social service programs are not eligible under the HOME program for funding.
